WHAT SERVICES CAN THE LED PROJECT RENDER TO A CITY?

The LED Project primarily assists cities of oblast-significance to:

  • comprehensively analyze their economic development level and potential;
  • use that information to set long-term objectives for economic development;
  • create a strategic economic development plan;
  • implement the tasks articulated in the strategic plan;
  • gather and share information on industrial units and plots available for foreign and Ukrainian investors;
  • train professionals in investment attraction.

HOW CAN A CITY PARTICIPATE IN THE LED PROJECT?

Participating cities are competitively selected based on data from an independent analytical agency that evaluates the economic potential of Ukrainian municipalities. At the same time, the Project takes into account information provided by city halls in the LED Application Questionnaire.

The LED Project cyclically works with participating cities, i.e. a new group of selected cities is involved in each new cycle (so-called “wave”) of project implementation. Selection of the cities to participate in the next, fourth wave of project implementation is tentatively scheduled for October 2006. Project activities to involve Wave Four participating cities will start around November 2006.

HOW CAN A CITY PARTICIPATE IN THE FDI TRAINING PROGRAM?

LED specialists can participate in our FDI Training Program, which was launched in March 2006 to train and certify professionals in FDI and municipal / regional marketing to improve Ukrainian cities’ competitiveness in attracting foreign investments.

The candidates to participate in the Training Program are selected on a competitive basis. Priority is given to specialists from cities with significant investment potential. To participate in the competition, please request a Certification Form at the following e-mail address: pkoshukov@led.net.ua, and fill it in. A decision on admission to the Training Program will be taken after review of the form.

The next cycle of the FDI workshops is to start in August 2006.

WHAT ARE THE USEFUL RESOURCES AVAILABLE TO CITIES?

You can either contact the LED Project or visit our web-site and get the following:

  • Local Government Support Organizations Directory. The publication is designed for local governments to assist them in their quest for potential partners, consultants, experts and trainers dealing with various issues related to local development;
  • A handbook entitled "Local Economic Development Toolkit. Getting Started: Prepare and Plan". The handbook contains theoretical materials as well as cases related to elaboration of strategic economic development plans of local communities. In addition, the Project will be adding new “tools” for LED professionals on a regular basis. These will be organized according to general themes relevant to LED and will be available on the website.
  • Research reports generated by the LED Project: "Study of Local Economic Development in Ukraine", Cities’ FDI Profiles, Business Attitude Surveys (BAS) conducted in every participating city as well as the BAS Aggregated Results Report that includes answers of 599 companies providing job opportunities to almost 106 thousand employees.
  • Information from an Investment Property Database gathered by the participating cities together with the LED Project. Here you can find information on the land plots available for industrial production retrieved from every region of Ukraine.
